Updated Bulletin on Amending the Standards - October 2011 – as published
Canada's Energy Efficiency Regulations (the Regulations) have been amended in order to strengthen the minimum energy performance standards (MEPS) for electric motors imported or shipped inter-provincially, for sale or lease in Canada. The amendment has been published in the Canada Gazette, Part II. This amendment comes into force six months after publication, on April 12, 2012
Three-phase electric induction motors are prescribed as regulated products under Canada's Energy Efficiency Regulations (the Regulations). Natural Resources Canada (NRCan) proposes to amend the Regulations to
- require dealers to comply with more stringent minimum energy performance standards (MEPS) for electric motors, imported or shipped inter-provincially for sale or lease in Canada, and
- expand the scope to include motors which were previously excluded from the Regulations.
This bulletin attempts to put the proposed amendment in plain language. The legal text of the amendment is pre-published in the Canada Gazette, Part I.
Product description
For the purpose of the proposed regulation, a motor is defined as a rotating machine rated for continuous duty operation that converts electrical power into mechanical power and that:
- is an electric induction motor of a polyphase, squirrel cage type design,
- has an output rating of 1 HP (0.746 kW) and up to and including 500 HP (375 kW),
- has a rated voltage of not more than 600 volts AC,
- has a rated frequency of 50/60 Hz or 60 Hz,
- is of open or enclosed construction and includes explosion-proof enclosures,
- is constructed to NEMA T frame or U frame dimensions or constructed to IEC equivalent dimensions,
- is NEMA design A, B or C, or IEC design N or H,
- is designed to operate at a single speed,
- has two, four, six or eight pole construction,
- is of foot mounted construction or flange mounted construction with or without feet or detachable feet,
- has an IP code from 00 to 66
A motor includes any such product that is incorporated into any other product, whether or not the other product is an energy-using product and subject to the Regulation.Proposed minimum performance levelsNRCan proposes that: a) a motor, as defined in the Product description above, with all of the following classifications, must meet or exceed the minimum efficiency levels in Table 1:
- rated size of 1 HP and up to and including 200 HP or IEC design motor of size greater than 0.746 kW and up to and including 150 kW, and
- two, four, or six poles, and
- NEMA T frame or IEC frame designation of 90 or above, and
- NEMA design A or B, or IEC design N, and
- standard shaft, R-shaft or S-shaft or an IEC equivalent.
b) a motor, as defined in the Product description above, with any of the following classifications, including integral gear assemblies, must meet or exceed the minimum efficiency levels in Table 2:
- 8-pole construction, or
- U frame or equivalent IEC dimensions, or
- NEMA design C or IEC design H, or
- close-coupled pump motor, or
- fire pump duty motor, or
- vertically-mounted solid shaft normal thrust motor, as tested in the horizontal configuration, or
- footless construction, or
- 2, 4, or 6-pole, NEMA design B motor of size greater than 200 HP and up to and including 500 HP or IEC design N motor of size greater than 150 kW and up to and including 375 kW.
Changes from the March 2009 bulletin:
Based on feedback received from stakeholders, the efficiency requirements for integral gear assemblies have been changed from those proposed in Table 1 (premium) to those of Table 2 (energy efficient). This change aligns efficiency requirements for footless motors and integral gear assemblies.

Energy performance test procedure
The proposed test method to determine energy performance is standard CSA C390-10, Energy Efficiency Test Methods for Three-Phase Induction Motors.

Effective date
NRCan proposes that the revision to the regulations come into effect on January 1, 2011. This will mean that all electric motors subject to the Regulations that have their manufacturing process completed on or after that date will be required to meet the stated efficiency levels.
